Questions Banks Typically Ask Before Engaging an Independent Oracle FLEXCUBE® Advisor
What is a Oracle FLEXCUBE® program diagnostic?
A Oracle FLEXCUBE® Program Diagnostic is an independent assessment of the current health, risks, governance, delivery status and readiness of a core banking transformation program.
VectorCore Advisory reviews the evidence behind the program status — including governance, scope, dependencies, testing, vendor performance, risks, business readiness and PMO effectiveness — to identify facts, root causes, priorities and practical recovery actions.
The objective is not simply to produce another status report. It is to help leadership understand what is actually happening, where the critical risks are, and what needs to change.
How is VectorCore Advisory different from an internal PMO or vendor-led review?
An internal PMO typically focuses on coordinating and reporting the program, while an implementation partner or SI naturally operates within the delivery structure.
VectorCore Advisory provides an independent advisory perspective.
We are not the implementation vendor, we are not the replacement PMO, and we do not own the delivery plan. Our role is to independently assess the evidence, challenge assumptions where appropriate, identify gaps and risks, and provide leadership with an objective view of program health.
This creates a separate layer of independent program assurance for management and sponsors.
Who actually conducts the diagnostic?
VectorCore Advisory is a founder-led advisory practice.
The diagnostic is led by Dharmeshkumar Bhatti, PMP®, Founder & Independent Oracle FLEXCUBE® Program Advisor, with 21+ years of banking technology and Oracle FLEXCUBE® program experience.
His experience covers program governance, delivery assurance, vendor coordination, testing, risk management and program recovery.
This means clients engage directly with the practitioner leading the assessment — rather than being handed over to a junior consulting team after the initial engagement.
How does VectorCore Advisory handle confidentiality and sensitive program information?
Confidentiality is treated as a fundamental part of the engagement.
VectorCore Advisory can work under an appropriate NDA and client confidentiality requirements before access to sensitive program information is provided.
Program information, documents, reports and observations are handled only for the agreed advisory purpose. Client names, program identifiers and sensitive information should not be disclosed in external materials without appropriate authorization.
The specific confidentiality, information-security and data-handling requirements can be agreed with the client as part of the engagement.
Will engaging VectorCore Advisory create friction with our existing SI or technology vendors?
The objective is not to create conflict with the SI, Oracle, testing partner, implementation partner or other vendors.
VectorCore Advisory operates as an independent assurance and advisory layer.
Where gaps or delivery issues are identified, the assessment focuses on evidence, accountability, dependencies, decisions and corrective actions rather than personal attribution.
The purpose is to help the bank establish facts, clarify ownership and improve execution — while allowing existing vendors and internal teams to remain responsible for their respective delivery obligations.
What does VectorCore Advisory actually review?
The diagnostic can be tailored to the program, but typically covers:
- Governance and decision-making
- Program delivery and milestones
- Scope and requirements
- SIT / UAT and defect management
- Dependencies and critical path
- Vendor and SI performance
- Data migration and integrations
- Business readiness
- PMO effectiveness
- Risks, issues and escalations
- Go-live readiness
- Executive reporting and program visibility
The assessment is evidence-led and focuses on identifying the areas that materially affect program outcomes.
What will we receive at the end of the diagnostic?
The output is designed to move from information to management action.
Depending on the engagement scope, deliverables may include:
- Current Program Health Assessment
- Key Findings and Evidence
- Root-Cause Analysis
- Critical Risk Assessment
- Dependency and Critical-Path Review
- Governance / PMO Assessment
- Vendor Accountability Assessment
- Executive-Level Risk View
- Prioritized Recovery Actions
- Practical Recovery Roadmap
The emphasis is on FACTS → ROOT CAUSES → PRIORITIES → RECOVERY ACTIONS, rather than creating another large reporting pack.
How long does a typical diagnostic take?
The duration depends on program size, complexity, available evidence and the scope of the assessment.
A focused diagnostic can typically be structured as a short, time-bound engagement, while larger or more complex programs may require a broader assessment.
The scope, key activities, information requirements, deliverables and timeline are agreed upfront before the engagement begins.
How does the engagement and pricing model work?
VectorCore Advisory uses a scope-led, fixed-fee engagement model where the diagnostic scope can be clearly defined upfront.
The commercial proposal typically reflects:
- Program size and complexity
- Diagnostic scope
- Number of program areas being assessed
- Stakeholder / vendor interactions required
- Information and evidence available
- Expected deliverables
- Engagement duration
For ongoing advisory or recovery support, a separate retainer or defined advisory-support model can be structured.
Pricing is discussed after understanding the program context and required scope rather than applying a generic one-size-fits-all fee.
When should a bank consider an independent Oracle FLEXCUBE® diagnostic?
An independent diagnostic can be considered when leadership needs an evidence-based view of the program beyond the existing reporting structure.
Typical triggers include:
- Repeated milestone slippage
- Persistent SIT/UAT delays
- Increasing defect backlog
- Unclear ownership of dependencies
- Vendor coordination challenges
- Frequent scope or requirement changes
- Conflicting reports from different stakeholders
- Weak executive visibility
- Growing commercial or cost concerns
- Go-live confidence becoming difficult to establish
- A major program reset or leadership transition
The earlier the underlying issues are identified, the more options leadership may have to address them before they become larger delivery problems.
